Genetic researchers have been expelled, organ donation rates have hit a new low, a large-scale revitalization of the education system is underway, and organ donation is compulsory.
Do you notice the contradiction?
Voluntary organ donations have hit an all time low - and it's now compulsory that upon death your organs are harvested for replacement use... not a contradiction at all if you think the sentence out to it's proper extrapolation.
Dude... your population is dying out.

Yeah, Tanara I think that explains it. Maybe it should be better phrased.
