I cant find out how to make laws for my nation and pass them? Someone want to tell me how?

You don't write up laws for yourself, the game automatically submits possible legislation to you on a daily basis and you choose from the options given. If you check your "SETTINGS" section on your nation front page, you'll be able to determine the frequency in which legislation is offered to you.

Some laws you make when you decide on issues. Some laws are made for you by the vote of the World Assembly, if you're a member. But most of the detailed laws of your nation are made by you imagining them and then bringing them into roleplays.
For example, my nation punishes criminals by appointing them to political office. I made this "real" by having my President complain drunkenly about her wrongful conviction at every opportunity in the Strangers' Bar. Others have RPd riots when a law is introduced or changed. It's free-form roleplay, so it's up to you.
