Not in the technical sense. Two nation accounts cannot be combined, their populations cannot be pooled within the confines of the actual game. This does not mean you cannot role play the two nations as being the same overall country. You can combine populations in role playing the two nations has being one. Some people might not accept this as legitimate as it is technically a way of artificially inflating your population; so don't be surprised if other nations fail to recognize your nation as consisting of two or more subnations.
