It grows by itself, each time they update. Here's what somebody said are the figures:
+ 1 million per day for 5 days after a nation is created, then + 2 million per day for 5 days, then + 3 million per day for 5 days, and then + (5 to 8) million per day -- with the exact number determined randomly each day -- after that...
How it grows is up to how you decided when you started it and how you decide on the issues.
