I've been wondering for some time now, as I'm sure many other people have before, and many will in the future, how do you make a region? There seem to be hundreds, if not thousands, yet no one seems willing to instruct "noobs" such as myself how to make one. If anybody is willing to respond in a manner that is both informative to the posed question, and (preferably) nice, please do so with all possible speed.

After you establish a region, how do you become a representative in the U.N.? Not just joining it, but becoming the regional representative (or what the proper terminology is for that position). Please respond ASAP.

You make a region by destroying all forces of government control, in a blaze of gun...ah hold on no wrong button....You make a region by going to a create nation option on the front of the Jennifer Government website, fairly easy to find, then you get progessive problems to answer or dismiss.
The UN function is different but it's kinda boring unless you're into that sort of thing...burn the house down--ahhhhh nooo....sorry about that, enjoy your stay.

Eirdonia, re-read post No 2, which directs you to the FAQ, which says this:
... This is a good idea if you're playing with a few friends: create a region and all move there. To do this, visit your current region's page and click the link that says, "Tired of life in (your region)? Then move to a new region!"
As to your second query -- After you establish a region, how do you become a representative in the U.N.? Not just joining it, but becoming the regional representative (or what the proper terminology is for that position).
You become the UN Delegate by being endorsed by UN-member nations in your region. The nation with the most UN nations' endorsements becomes the Delegate.
