You can lower your tax rate based on the choices you make in your issues. Depending on how high your tax rate is to start, this may take a while to have any noticeable effect.

Any choice that asks you to increase funding in some field without cutting funding another will raise your taxes. Any choice that asks to you cut spending, will lower your taxes.
