Is there any way to find out how any specific NS has voted (if at all) on recent UN resolutions? I don't believe our regional delegate has been active within the UN, but I'd like some concrete proof to back up any accusation I make.

No, the site only displays delegate votes on the resolution currently being voted on. Some regions keep track of voting on past resolutions on their offsite forums, but a lot of regions simply don't care whether their delegate is active in the UN or not, as voting on resolutions isn't the entire point to being delegate.
