How do you get endorsments from the UN?

You could try by setting a fairly good human rights standard for your country. Which leader are you? Not a dictator, I hope. Unless, maybe, you are a good dictator?

You don't get endorsements from the UN. You get endorsements from other UN members (you'll know them by the blue "UN member" label on their home page) who are in your region. Only people who are in your region can endorse you. You lose your endorsements if/when you move to another region.
If you get two endorsements, you can submit UN proposals for discussion (though if you're planning to do this, discuss a draft version in the UN forum before you submit them).
If you get enough endorsements, you become the region's UN delegate, and then you can cast your region's votes for or against UN proposals.
As for how to get them ... make friends/allies/respectful enemies in your region.
