When does a region elect a UN Delegate. Is there a member minimum, or so many endorsements?
there needs to be 2 UN nations in a region, for their to be a delegate. one needs to endorse the other, and that's it.
If they both endorse each other, I believe it's the one that was in the region longer that gets it.

...really? we have like ten people in UN and four of us are endorsed and no delegate.

When did you guys endorce eachother? If it was all today then the change won't be noticed till tomarrow morning when the game update occures.
