I have a small question to put my mind at rest.

Are there answers to various issues that will lower income tax?

I've kept mine at 0% since I started; that is until Yesterday, when I somehow got it up to 2% (horrors!).
Anyways, I'd be quite joyful if someone could clear that up for me.

2% isn't bad.
Mine's been at (or above) 100% for the better part of 2 years. Dunno how it got there, but it's there. I just deal with it.

Every time you authorize funding for something (and oftentimes, even if you don't intend to) Your tax rate will go up... if yours has been at 100% for two years its actually probably 'above' 100% (in that would would need to cut many percent before your tax rates drop) Thats how it seemed to work for me.

Effectively, yes: It will still only say "100%" on your nation's page, but the game-mechanics will use the higher value in calculation.
Similarly, one can have an effective tax-rate that's been lowered so far it actually has a negative value!
