If a founder turns off regional controls for the delegate, and then the founder ceases to exist, do the regional controls turn on or stay off?

If a region is password-protected, and a nation is not in the region, but is in the UN report for the region, can that nation see the password?

1. If a founder turns of Regional Controls for a region and then ceases to exist, then it IS turned back on for the Deligate automatically.

2. Eh. Not sure on this one. Gotta wait for someone else more knowing to ansewr it.

I believe you need to actually be in the region to see the password.
