Does anyone know what formula is used for calculation population growth? Does it only depend on time, or does it also factor in things like immigration policy and public nudity laws (lol)?

It's a set, randomly ranged thing. Essentially, you'll hit a point where you get 5-8 million per day. Issue selection has absolutely no effect on population growth.
