War in NS is roleplayed. Read through this (http://forums.jolt.co.uk/showpost.php?p=8822114&postcount=3) and click on the bits that seem interesting. HotRodia updated it a month ago, so it should still be good.
Then move on over to International Incidents and go for it. With discretion. Ask politely for help and you'll get it.
