i just started out a new region, and i want to know how to send out the telegram to all new players, anyone know how?

You have to do it manually by checking on the feeder region's regional happenings and telegramming them. Though be warned, sending a new nation more than one telegram is considered spamming by the mods, and you don't want to invoke their power against you.

Make sure you stick to telegramming in Feeder Regions only. TG recruiting in player created regions is spam.
Game regions
Game regions would be the five Pacific regions, plus the Rejected Realms and Lazarus. They are also called feeder/sink regions.
