This is boring me...I think I just don't know how to play. I've read the FAQs but it didnt' help. I thought this was supposed to be interactive. I've had no interaction except 2 telegrams, and now I don't know what to do.

NS is a text-based game. Your interactive experience depends mostly on how you answer the issues and how you answer your telegrams.
It also depends on how involved you want to be. If you do want more interactivity and involvement, make sure you're in a region with an offsite forum, and join that forum. Run for government positions in the region. Maybe write UN legislation. Or do a lot of roleplaying on the forums.
There's plenty to do if you can type decently and have a bit of time.
