How can I start a region, or become "Founder" of one? If someone can answer this, Khond would be most grateful.

First click on the link to your region. It's the first bolded words under your country.
Once there, there'll be a link that says "Move to a new region". Click on it.
Click on "Create a new region", name the region and give info about it, and press the button that says "Create Region".
All done
