You have to be a UN Nation and only the other UN nations in your region can endorse you.

The Vadican, first up,please give threads a title that will make clear what you want. 'jw' doesn't.
Next up, you can often get endorsements by giving endorsements to other nations in your region. You could also try asking on your Regional Message Board (RMB) WITH AN EXPLANATION OF WHY YOU WANT THEM -- otherwise your delegate might get twitchy that you're trying to unseat him.
If you're seeking endorsements so you can submit a UN proposal, please post the text in the UN forum before you submit so other players can advise you. There's no point in submitting a proposal just to have it deleted.
