The only trading region I know of is "NationStates New and Used", and it looks like their nations are around 100-200 million. I'd guess that it's very rare to find a 5 billion pop nation "for sale".

It's primarily the effort, and avoiding confusion (someone else running around with a name I once used). I recall letting nations die which had populations around that quantity.
