I see that I can't start a new game with the same name of a nation which died. Is there any way to get back a nation which have been lost?

Go to the FAQ section in the site, then go to the get help page.
Request that the nation you want be restored... But it only would work if it was your nation, not someone else's name which you want since you need to log in using the password that the old nation had...
