What does it mean when a nation has a civil rights ranking of Frightening? I've never seen that before.

hmmm. (According to those calculators people been putting out)Puppet spends 75% on administration and 25% on social equality and jumps from good civil rights to frightening civil rights. Looks like a big jump for a small expenditure.

Well 25% is actually a big portion. And spending doesn't have anything to do with civil rights. I've got virtually no spending there and I've got good civil rights.

Yes. My puppet was at 100% administration and zero on social equality and the other stuff. And it was on good civil rights rating.

My spending on SE jump to 25% and the admin drop to 75% and next thing I know, it jumps from good civil rights to Frightening Civil Rights.

I'll see what happens next time I do those issues things. I have it set where I only do it once a week or less.
