Our Commonwealth is mighty delighted to find ourselves as the least corrupt guhvunmint in the region. We may be new heah in town, but we already understand what the word 'fair' means.
We'd just love for y'all to come down and set a spell, and we'll be happy to give yeh some pointers on how to instill a little faith and justice in your guhvunmints. And you'll find our lemonade is damn fahn as well!

I'm on the bottom half of the corruption "ladder" (47000+) and my description still says I'm corrupt. Even countries in my region which are more corrupt than mine don't get the word "corrupt" in their description. Is this normal or a bug?

No, it just means that you're incredibly corrupt.
