I remember quite well the issue which turned my government from
centrist democrats to corrupt dictatorship.
But since then, no issue I've been given seems able to move me back
toward the lands of enlightened government.
is there no hope for a brighter future once I've wandered into the dark side ?

This (http://forums.jolt.co.uk/showthread.php?t=313282) thread answers the "why" part. You're a new nation, so you're still at the stage of getting the original 30 issues. (I'm sorry, I can't remember when that stops).
If you're a keen answerer of issues, you may get duplication before you reach the happy stage of being eligible for all 200.
Even then, there may be some issues you'll never get. This may go back to when you set up your nation, or may just have to do with how you play it (no point in asking a Psychotic Dictatorship about voting choices).
You've sorted out yourself how to get that sun of enlightened government to shine again: keep on piicking the issues that seem to take you there. But bear in mind that NS issue decisions have unexpected consequences. You could try hanging around the "Issues" forum for speculation on effects, or ask for help in your region.
This (http://ns.goobergunch.net/wiki/index.php/Issues) NSWiki entry is about how to write issues. If you back-engineer from it, you may get some ideas about how existing issues operate.

I've changed a Iron Fist Socialists into a New York Times Democracy...

Yeah, we started as a corrupt Dictatorship, become an inoffensive centrist Democracy and have recently become a father knows best state... changes come fast...
