The actual game, as in nationstates.net? There is the NS United Nations. Other than that there's nothing really else on the NationStates web site.

Although there is a whole world of Rollplaying here on the forums (International Incidents and NationStates sections of the forums). But before you do that, i'd suggest reading a few threads first. Namely the ones I've listed below.

The One-Stop Rules Shop (http://forums.jolt.co.uk/showthread.php?t=416023) -- The rules for both the NationStates web site, and the forums. Familiarize yourself with them as soon as you can, they'll save you from any problems down the road, and will help you to report any rulebreakers to The Moderation (http://forums.jolt.co.uk/forumdisplay.php?f=1231).
[Moderated Status] Why aren't my posts appearing? (http://forums.jolt.co.uk/showthread.php?t=511850) -- A thread that mentions why if you post, that pesky "Moderated" thing comes up and won't let your post appear. It's an issue with the latest update to the forum software.
International Incidents Consolidation Sticky (http://forums.jolt.co.uk/showthread.php?t=437653) -- Some helpful information about the International Incidents section of the NationStates forums. Not really required reading but it'll help you to enhance your RPing experience.
II Seperate Rulings Thread (http://forums.jolt.co.uk/showthread.php?t=443725) -- Some rulings about a few specific things in the International Incidents forum. I'd read it just to know what's going on.
The Euroslavia Series of Helpful Hints (http://forums.jolt.co.uk/showthread.php?t=408855) -- Some really good hints (FAQ's) from NationStates' very own Euroslavia. A lot of information there to help a newcommer to the game. I just wish it was there when I joined a few years ago...

Here are some of the things you can do in this game:

Answer issues
Role Play on the NS or II forums
Debate on the UN forum
Invading/Defending
Get involved in Regional politics and/or fun & games

That's just what I could think of off the top of my head. I'm probably forgetting some things.

Just in case his sarcasm's not obvious, don't follow Snafturi's advice. It's a recipe for a very short and inglorious NS career.

Shazbotdom's given you all the good stuff to get you started on RPing, but if RP's not your thing, there are other Jolt forums in NS.

You can also write resolutions "making the world a better place", and debate them, in the UN forum (which is presided over by a dragon).

And General -- politics, personal advice, music raves, an NS marriage and even stranger things, it's all there.

Technical and Moderation aren't so much about doing things, as about getting questions answered, but you can learn stuff. In Issues you can find out how to write the choices that change everybody's nations.

The stickies at the top of each forum may seem a bit too much to take in all at once, but if you keep going back to them bit by bit and following up the links, you'll find they're a goldmine.

There are also other NS interest groups that aren't part of the official Jennifer Government or Jolt forums, such as ship design groups, flagmakers, people creating languages, and NS Wiki (http://ns.goobergunch.net/wiki/index.php/Main_Page).

And, I figure I might as well add that numerous people are perfectly happy doing nothing other than answering issues. You can get sucked in and spend hours playing this game (regional play, issue creation, roleplaying), or you can leave it as a coffee break game and just watch how your nation changes.

And you can create several separate nations, as long as you don't take more than one of them into the UN at a time (which would be illegal), and run them in different ways to see how those policies compare...
