Well, just recently, when I logged out it was http://www.nationstates.net/23658/logout=1 No silly Latin(?) phrase.

I guess I shouldn't listen to 'the voices' anymore, eh?

Novus non mortuus ii? Latin?
It would mean something to the effect of "New Not Dead", but I can't be sure because Latin class was sooooo long ago.

However, in answer to your question, having something such as that after "nationstates.net/" should take you to the page of the nation with that name. (Like (http://www.nationstates.net/moorington) so (http://www.nationstates.net/h_n_fiddlebottoms_viii))
Putting in the name of a departed nation (http://www.nationstates.net/eichen) or a nonsense tag (http://www.nationstates.net/nonsense_tag), takes you to the main page. So it's nothing exciting, probably just an old address that is still in your browser's cache.
