I looked around and I honestly cannot find an answer to it anywhere. It's probably right infront of my nose, but how exactly do I get an education budget?

I just looked up the stats of my nation here

But as you can see, I have absolutely no funding in education (or other areas for that matter) What's the deal? How do I change this?

Over time, you'll get Issues that will allow you to increase Education spending. For example, you could get a budget issue, and choose to spend on Education (as opposed to Defence or Social Welfare). Few nations look, when they start out, like they will after a few days of answering issues, so don't worry.
