First, no gun smileys. That's a good idea. Second, I presume you want them to join your region? Other people don't join your nation. You'll just have to send telegrams to people to pester them to join. Third, use the shift key. Fourth, please compose your responses in a word processor with spell and grammar check. Fifth, the name you use here should be roughly the same as the name of your nation. Finally, this is not the forum for this. This is for UN matters, not "region pimping". Go to Gameplay or something.
Assuming you're new to the game, welcome, and we all look forward to hearing constructive and/or entertaining things from you in the future.

1) Nation is you, your account. Other people can't join it
2) You can, however, create regions for other people to join. Proper termonology is important
3) You are allowed to recruit new members by posting on the message boards of The Pacific, The North Pacific, The South Pacific, The East Pacific, The West Pacific, Lazarus, or Rejected Realms. Everywhere else is illegal
4) This is the United Nations board which is for issues dealing directly with the NationStates United Nations (you'll notice its link on the navigation bar), not the Technical board where you can ask questions about the game, nor the Gameplay board where you can recruit from
EDIT: In light of Wolf Guardians post, I'll also add on to the no "gun smilies". In fact, they are often recommended against unless there is a humorous aspect to utilizing it.
Ask this in the Gameplay forum. This is not the place for such questions.
