Sounds to me the police budget is going to dunkin' donuts, and the best local burger and beer dispenser...
maybe give them GUNS?
or... actually make a constitution?

You call that a contradiction, I've seen nations where voting was listed as being both compulsory and outlawed, or compulsory and voluntary.

Just because that government is spending a lot of their budget on stamping out crime, doesn't mean that they will succeed. Maybe crime is just too strong? Maybe some people in that government are secretly trying to keep certain aspects of the criminal world intact?
