I'm sure any-one who frequents this area will not know about the cause, or even about the problem itself, so the wiki would be a better place to ask, although even many of the admins (including myself) don't why this is happening either.

Looking at the code itself, it is more of a software problem; the code says that the user 'goobergunch1' has exceeded the 'max_questions' resource, which is, in turn, affecting the database. If this is the case, then maybe he would have to upgrade the software or set the value number to a level higher than 72000 as so to allow the server and the database to handle the maximization of the 'max_questions' resource.

This is normal; it happens all the time. Just press refresh until the page loads.

I asked Goobergunchia about it. No response.

This has been discussed in multiple places on the wiki

From NSwiki:To do (http://ns.goobergunch.net/wiki/index.php/NSwiki:To_do)
Fix the max_questions bug.

Out of my hands. I have to poke my hosting provider about this one. --Goobergunch|? 11:16, 26 December 2005 (GMT)

Okay, I finally got unlazy and submitted a support ticket. I'll see what they say and report back. --Goobergunch|? 11:27, 16 March 2006 (GMT)
Well, the response was rather unhelpful. See User:Goobergunch/max_questions (http://ns.goobergunch.net/wiki/index.php/User:Goobergunch/max_questions). --Goobergunch|? 03:02, 17 March 2006 (GMT)
