How do you give and get them?

Giving: Click on the name of another UN member-nation that's in the same region as you, and you'll see its main NS page. Scroll down that to the 'UN Activity' section, which will be in the same place as on your own nation's page, and you'll see an 'Add Endorsement' link on which to click.
Getting: Nations whom you endorse may choose to reciprocate, other nations may endorse you in the hope that you will return the favour, and in some regions a request in the Regional Message-board &/or (if one exists) off-site forum may also help.
Caution: Some regions may have policies about how soon after arriving there you can ask around for endorsements, and a lot of regions (&/or delegates) don't like it if you seem to be collecting so many that you threaten the existing delegate's position. (On the other hand, some regions have their UN nations endorsing each other widely -- or, at least, each & every UN member there receiving the 2 endorsements that they'd need in order to submit proposed resolutions to the UN -- as an established policy...)
And, if you're in a hurry, move into a larger region (of a suitable ideological pattern) instead of trying to grow one of your own: Looking at what your nation is like, you might fit quite well into -- for example -- Conservative Paradise (http://www.nationstates.net/region=conservative_paradise) and I can pretty much guarantee that you'd get a few endorsements here...
