How does one raise the per capita GDP?
Get a better economy, political freedoms and civil rights. As they get better, it goes up. Mine was once at $47,998.
For the wage increase Issue, side with the employees.
Other than that, an increase in economy, and products in the market should do it. I.E. banning autos will lower it.
Also, this belongs in Issues. Not sure if it's moved yet.

Administration budget = 0%
This is the best possible GDP/C
Moving towards any one of these through issues is the only way to improve your NS Economy GDP/C

Pick the most pro-business choices in your issues. Nothing pro-worker, like no sick leaves or anything like that. It's also a bit of luck. Leaving the UN helps some people.
