How can one become a politician in your state?
Does he need a license?
To get the license does he need to pass a tough bar exam?
To get the license does he need to put down a large sum of nonrefundable security deposit? If yes, is the security deposit transferable by the endorser? (Lets say WELL-FART corp endorsed you with the 1million$ of security deposit,
and he has had enough of you, can he cancel your license and endorse an other politician with the deposit?)
How can the license be revoked?
Can people participate in elections (cast a vote) without a valid politician license?
What is the punishment if someone does not have a license to practice politics,
but
-organizes a demonstration or protest
-participates in a demonstration or protest
-takes photos of a demonstration or protest
-actively or inactively "innocently is around", "stands by" or "is seen around" a demonstration or protest
-collects signatures to support or oppose an idea, person, event, entity or phenomenon
-gives a public speech
-writes in a newspaper about an opinion about a political event, issue, phenomenon or incident.

If your politicians do not need a license
do they get a compensation from the state for the sacrifice of giving up their day job?
What kind of benefits does a person get if he decides that he wants to serve the public by becoming a politician?
Do these benefits increase as he gets higher and higher in his party's hierarchy?

Does the politician has to be a person, or can it be a legal entity (for example the guys with last names Ltd, Inc, Corp, etc...) represented by its legal department or other obscure sub-entity's managers? Can WELL-MART be elected as the prime minister of your country?
If in your country politicians get compensation from the state and benefits, how large is this sum if the politician is a legal entity not a natural person? Should the benefits be multiplied by the number of employees of the entity's political department?
The Raggedy Edge

My nation neatly sidestepped this issue by outlawing politicians along with the other more self-serving and tawdry aspects of "politics." A career in "politics," such as it is, is actually prohibited by law.

Instead, statesmen/women are elected, needing no license to hold office and being held accountable by oath to the people they represent. Serving no more than three terms of two years, these men and women must have worked a minimum of ten years in a profession(s) other than politics before qualifying for consideration (lifetime involvement in politics is strongly discouraged by law and social norms). They are carefully selection by their communities for integrity, intellegence and lack of personal ego.

Interesting idea, though. Whom who be the regulating body if licenses were issued? Might it be unwise to place so much power in the hands of a minority that could be influenced by unknown interests?
Skeelzania

Skeelzania is a bureaucratic monarchy. As such, it doesn't have politicans as much as it has a nobility and a strong middle class. It is also a highly militaristic society, with battlefield achievements (and failures) being a primary tool of social movements. Another is business achievement and personal fortune. However, this usually requires at least a minimal ranking in the aristocracy.

Nobles (or very rich private individuals, the two often overlap) control the "commanding heights," being ministers, admirals, generals, what have you. In the civilian ministries bureaucrats are recruited from both the upper and lower classes on a basis of merit.

The lower nobility (referring to blood ties; its functionally on par with the upper Houses) is constantly in flux. Families die off, commoners are promoted, and all constantly review their peers for something that would warrant a demotion (or a simple assassination).

Politicians may freely run. Whether they are elected or not, is up to my decision. No way in hell would we let a damned Hellene or Christian soil our Imperial Senate!

We do the same as our Trojan friends. If they do wish to run with a party, however, the party must accept them and do this by whatever means they deem necessary.

So they need a license, ie your agreement. On what grounds do you give your agreement? Knowledge, IQ, wittiness, or the forces they represent? What do if someone without your agreement starts to form a party, organizes protests, etc...
Ardchoille
09-01-2007, 22:42
Being forced to hold public office is a punishment in Ardchoille. It is just one step away from the ultimate penalty, which is being sent to Your Room (a no-rules area of internal exile).

Thus my Co-President, Dicey Reilly, is a flagrant lawbreaker (misuse of mage-level magic) who, if she continues in her present course, risks being made President-for-life. Possibly even UN-rep-for-life.

(The other co-President, Ben Chifley, is merely a technical offender. By living a life of some prominence in RL Australia, he unwittingly risked bringing Ardchoille to the notice of the Real World. Thus, though it wasn't his fault --the result of a surfing mishap to his parents, actually -- he has to serve a term as Co-President. He is spending most of it aloft in the National Balloon.)

Alright, this system may be crazy, but playing this game for three-and-a-half years gives you a lot of time to think of this stuff, especially since I'm double majoring in Political Science and Economics. This was originally going to be added to NS Wiki, which I may get around to in the future.

Although the political system of Aztlán is very structured, it has seemed somewhat stable. In short, politicians do not need a license to practice politics. In terms of compensation, all people, including politicians, are given basic amenities and some luxury items since the ANL is a socialist economy. However, since there is a small private sector within the ANL, they, like all citizens, are given monetary compensation as well in case if they want to buy something not provided by the state (i.e. non-academic books, gourmet coffees and teas, etc.)

To become a:

Premier:
A candidate for Premier is voted by popular majority and can either run with the backing of a party or as an independent. Anyone with no criminal record and over the age of 18 can run for Premier. An election for Premier can only happen, though, if any one or more of these things happen:

-A referendum petition must obtain 10% of the voting population from all of the states within the Republic and then, delivered to the Election Commission. The Election Commissioner must then sign the order for a referendum election to take place within two years after the certification of the petition.

-The legislature can force a referendum election, should two of the three houses of the legislature approve of it.

-The legislature can declare, with the approval of at least two medical professionals, that the sitting Premier is physically and/or mentally incompetent and temporarily order the Vice Premier to assume his duties. If the Premier is still not competent to re-assume duties within a year, the Vice Premier becomes the Premier and general elections will take place within two years.

-The Judiciary may find the sitting Premier in violation of felonies and misdemeanors. Should this happen, the Premier must surrender and transfer power to the Vice Premier, who then must call for general elections within two years.

-The sitting Premier can call for general elections within two years in advance should he or she wish to resign.

-The sitting Premier can immediately resign and transfer power to the Vice Premier. Within two years, a general election must take place.

-Should the sitting Premier die or otherwise physically prevented from carrying out his duties, his or her term expires and the Vice Premier becomes Premier and must call for elections within two years.

Currently, Quetzalcoatl Nochtli has been serving since 2003 and, with his party, the Socialist Labor/Soviet Republican Coalition completely dominating all three houses of the legislature and having high popular approval, is unlikely to be forced out of power any time soon. Furthermore, the Premier, being very young, has stated he has no intentions of stepping down or calling for elections for a long time.

Vice Premier:

-The Premier appoints a person, usually from the legislature, to become Vice Premier on the first day of legislative business the day after the Premier is given the oath of office. This person is then approved by the Anahuacatlatoque (the house of the legislature dealing with domestic issues.)

-Should the Vice Premier need to be replaced, due to death or illness, the conviction of the sitting Vice Premier of criminal activity by the judiciary, the resigning of the sitting Vice Premier or other situation which permanently prevents the sitting Vice Premier from sitting, the Premier may appoint a new Vice Premier, with approval of the Anahuacatlatoque.

The current Vice Premier, Coyotepec Xoxoctic, has served since 2003. However, in late 2005, he was nearly killed in a major car accident and temporarily stepped down due to injuries, causing Minister of Foreign Affairs, Dr. Darius Wellington to assume the title and role of interim Vice Premier. Since mid-2006, Vice Premier Xoxoctic has reassumed his duties.

Legislators:

In the Anahuacatlatoque, the House dealing with domestic issues and fiscal policy issues, all 385 representatives are voted on by their respective states every four years. Each state is granted a number of representatives based on that state’s population. Anyone may run, either with the backing of a party or as an independent.

In the Tlatocayotl Tlactli, the house dealing with international and trade issues, half of the 24 representatives, but no more than one per state, must run for re-election every four years. Each state is granted three Senators. Anyone can run, either with the backing of a party or as an independent.

In the Commission of Economists, the house dealing with monetary policy issues, every fours years, each commissioner is appointed by the governor, or, should there be sufficient popular objection, subject to run in a general election. Only people who have obtained a masters or doctorate degree in economics, either macro or micro, can be appointed. In addition, to be appointed, one must have sat previously on a state or regional (two-state – i.e. México and Belize) economic planning board. The chair of the Commission of Economists is, by de facto, the Minister of Economics, who is appointed by the Premier.

-.There are also leadership positions within the first two houses, such as Majority and Minority Leaders. In addition, the presiding officer of the Anahuacatlatoque is appointed by the Vice Premier. The Vice Premier is the presiding officer in the Tlatocayotl Tlactli.

-Should a representative, senator or economic commissioner die, resign, be convicted of criminal activity, or become otherwise incapable of service for at most, a six month period, the sitting representative’s term expires and the governor appoints a replacement. A special election must occur within 6 months of the appointment or may coincide with a general election, should the date of the general election be closer or special permission be given.

-Judiciary:
Premier appoints, and the Anahuacatlatoque approves – only people with legal expertise – i.e. lawyers, inferior court judges, law professors or other legal experts are appointed, although this is more of an understanding than a mandated law. In addition, only people who have no criminal record can be legally appointed to a judiciary position. A judiciary member can only be replaced through a successful referendum, death or mitigating illness, resignation, be captured by enemy forces or the conviction of criminal activity. Supreme Court justices, however, are immune from referendum elections.

-Ministerial/Ambassadors/Cabinet Members:
Premier appoints, and the Anahuacatlatoque and/or Tlatocayotl Tlactli approves. The Premier may only replace a Minister, Ambassador or Cabinet members should the officer resign, die, become seriously ill, be convicted of criminal activity, be captured by enemy forces or be fired by the Premier.

Governor/State Legislators/State Judiciary/Municipal:
Voting determined by each state, but, mostly by popular vote.

EDIT:

Protests and free speech are constitutionally protected, and all citizens are encouraged, but not required, to register to vote. All parties must be registered with the government and both qualify and be legally recognized as a legal entity before being placed on a national ballot. Parities may take money from individuals, but private organizations and corporations are prohibited from donating to parties by law.

My government it in shambles, and even though I haven't rped anything here, it's currently in control by a dictator who shot the president and started a civil war.

There is currently no such thing as a politician anymore, and everybody is either a civilian or the dictator.

Politicians require no license, per say, to operate as such in O'on'das.

The Emperor is named by his predecessor from the body of citizens, and as in all things, the Emperors word is law. Forty (40) of the Emperors advisors, military commanders, councilors, and the like are assigned to him by a committee of the senate after no less than one year of his or her taking office. The Emperor may select another twenty (20) advisors as they prefer, with no approval from the senate. If the Emperor falls from us without naming a successor, their closest clansman, which may or may not be a blood relative, holds the position in censure for no more than 60 days or they name a successor. They can name themselves.

The matri/patriachs of the 107 current great houses name representatives to the Senate from the whole body of citizens, and fill the positions themselves when this representative cannot fulfill their duties. Each of these representatives can choose up to 10 persons to act as staff, usually choosing these from the lesser houses subserviant to the great house in question.

Much of the political selection process is made by fiat decision, by either the Emperor themself or the matri/patriarchs of the houses. The only times when votes are demanded in the Senate, occur when they vote over the issues and resolutions to present before the Emperor, who checks their facts and acts as they feel best. The average person is asked to vote once or twice a day, passing their informed opinions to their house leaders or the Emperor themself. The only time when the people can take direct political action with their vote occurs when the Senate votes the current Emperor to be permanently incapable of furthering the aims of the Empire, no matter the reason. In such an instance, the vote is put to the common people, who can vote to censure the current Emperor. A censured Emperor must act according to the will of the Senate, or end their lifetime term as Emperor naming their successor and kindly dying. Honorable suicide is a common manner for fulfilling this last requisite.

If someone protests or forms an opposition party, they are either imprisoned or executed for treason. The difference from a license is you don't need prior permission to run. You just better hope that your platform doesn't piss off the government.

Agreement is usually given when the new member...agrees with us on most political issues.

So, in essence, the Senate is a sham.

In my nation a person must do civil service, either military of civilian, in order to gain citizenship. Citizenship is required in order to gain a vote and the right to run for office. These rules do not apply to the aristocracy, although they usually perform service anyways.

In order to gain the right to citizenship one must:
1. Be a free and natural born male over the age of 18, or 16 if permission is given by the boy's father.
2. Must complete the oath of service and perform their duties for a period of at least five years without incident or crime.

After that they are free to vote in elections, run for local and certain national offices and are allowed to address the Imperial Senate as a free citizen.

If a man dies bravely and in the service to the empire while fulfilling their duties, they are granted citizenship posthumous and granted a citizen burial.

Saluton,
How can one become a politician in your state?
-Archons are the Mentors/Advisors the FL (First Lord, or First Lady). They, like the Citizenry do not have the power to vote, yet assist the FL in the decisions of State.
Does he/she need a license?
- An Archon is hand-picked by the FL from among the best and brightest students in their particular field. So yes, in essence, a "Dedicated", "Professional", or "Master of the Art and Science of ..." Degree from a school is a form of license.
To get the license does he need to pass a tough bar exam?
- Years of schooling is the toughest bar exam we have so far come across. Quality, not Quantity is what we look for.
To get the license does he/she need to put down a large sum of nonrefundable security deposit?
- See above. Fees paid to school is the form of nonrefundable monies.
How can the license be revoked?
- Death, incapacitated, the current/next FL not being happy about past performance, breaking the law.
Can people participate in elections (cast a vote) without a valid politician license?
- Again the Citizenry does not vote...using ballots; civil war, revolution, protests, attempted coups and a method explained below are a way of letting the FL know things must change. They do. I, the first, First Lord select public servants, not bureaucratic politicians in it for themselves.
What is the punishment if someone does not have a license to practice politics, but:
Organizes a demonstration or protest
- The group who organizes the protest elects a representative. A meeting is held between the FL, the Archons, and the rep. The rep comes in with a list of things the group does not like, and why; what they want changed, and why.
-The meeting seeks to resolve the dispute (if it were a US law court, it would be similar to State Vs. People who want Squirrels as the national animal.).
-If the rep can convince the FL and the Archons of the change, it is done. If not, then nothing changes, and the group is found guilty of disturbing the peace, and fined accordingly.
-Fines of course permanently remove them from being possible Archons, so if they ever want to be considered, they must choose wisely.
Participates in a demonstration or protest
- We congratulate the Citizenry for standing up for their beliefs, being politically aware, and generally make governing difficult for the FL and Archons. Better for the Citizenry then political leeches elected for life. :)
Takes photos of a demonstration or protest
- We do not allow pictures in media, as it helps biased opinion. Our newspapers are as exciting to read as a vehicle owners manual. Emotionless. Critical Thinking is taught in school in the idea the Citizenry can make their own decisions. If it is for personal use, then no problem.
Actively or inactively "innocently is around", "stands by" or "is seen around" a demonstration or protest.
- It is not illegal to watch such things. Nor be a part of them. Helping cause property destruction, violence, fires, etc. is wrong however.
Collects signatures to support or oppose an idea, person, event, entity or phenomenon.
-See above. Not illegal.
Gives a public speech
- As long as property destruction, violence, fires etc. are not started as a response the speech, no problem. If these things do occur, the speaker/s are fined and jailed for the damages.
Writes in a newspaper about an opinion about a political event, issue, phenomenon or incident.
- See above. Nothing illegal about it.
If your politicians do not need a license:
do they get a compensation from the state for the sacrifice of giving up their day job?
- Being an Archon IS the day job; yes they are paid.
What kind of benefits does a person get if he decides that he wants to serve the public by becoming a politician?
- We have State funded Medical Care, and like any Citizen; working more then 36 hrs./week is "banked" towards vacation time with a cap of 30 days per year.
Do these benefits increase as he gets higher and higher in his party's hierarchy?
- No. Its a calling, 90 hour weeks are common. Divorce rate, alcohol use, heart problems, obesity from snack-cart-diets, insomnia originally begun with high intake of caffeine. All these problems are a very real threat to the FL and Archons. The benefit is a great State, we are not here for the leeches.
Does the politician have to be a person, or can it be a legal entity (for example the guys with last names Ltd, Inc, Corp, etc...) represented by its legal department or other obscure sub-entity's managers?
- Never. Flat out. Never.
Can WAL-MART be elected as the prime minister of your country?
- Wal-Mart has been banned from setting up shop due to its horrific civil rights abuses. Same as Nestle. Starbucks has been banned for eco-cidial abuses. There are others banned as well.
If in your country politicians get compensation from the state and benefits, how large is this sum if the politician is a legal entity not a natural person? Should the benefits be multiplied by the number of employees of the entity's political department?
- Again, the legal entity thang does not apply.

My nation's in a state of transition from monarchy to democracy so things are all up in the air at the moment until our new constitution is comleted.

Previously, the way into politics was to be friends with the Narwah (the physical representation of the state) or be reccommended by one of said friends. With the move to democracy, the last Narwah took over the position of president under the assumed name Ranos tec'Narwah ('son of Narwah'). Each of his friends that were his advisors during the monarchy are now in government positions.

No one needs a license to be a politition although they do need a clean record and a good education in following with the national motto "People Matter, Knowledge Matters More."

Yes, Sumerian politicians need a license to practice.
To be eligible for the license they need to have done a tour of duty in the Territorial Guard or other armed force, and be over the age of 16. To gain the license, they need to pass a strick exam which covers their competence, problem solving ability, and language proficiency, and then spend one year working in politics before being able to run for a seat within any of the senate levels.
The senate levels are Municipal, Regional, Territorial, and finally National. And a prospective politicion is required to spend a minimum of six years at each level before taking their exam to gain the license to participate in the next. Furthermore, the national level is broken up between the Popular and Civil senates, and all runners in a Civil senate election are required to have held a seat in the Popular senate first.

All citizens can vote though.
Leninia-Trotskya
11-01-2007, 16:16
In a way, it is illegal not to involve yourself in politics in Leninia-Trotskya. Different factories/farms/military bases all have councils (called "soviets") which unite each wroker with others of the same trade. Each of these industry-wide soivets sends a delegation to the Congress of Soviets, Leninia-Trotskya's parliamentary body. Any member of this congress can be nominated to sit in the Politburo, the highest governing body. Therefore, anyone can achieve high office.
It is technically illegal not to be involved in politics because if someone isn't in a worker's soviet at some level, then they aren't working, which in a socialist state like Leninia-Trotskya is basically stealing from the government (i.e. you take out more than you put in)

"The Herold" reports the following, citing John Doe-Uprise from his autobiography " I.M. State":
"I think that there needs to be more to politicians than shiny bling-bling, connections, wise-ass sayings and a load of ignorance. They should all possess a licence, granted after passing a test that is appropriate for the power connected with the job. Anyone who does NOT fit for the job (even if he is later proven to be unable to be a part of the gorvernment meaning that he got into position by treason and/or fraud) will be revoked without explanation and will be sent to prison for life sentence. The License of Government will be approved and granted by the head of state himself.
John Doe-Uprise is the ONE and ONLY who may do this. AS THERE WILL BE NO ELECTIONS IN OUR BEAUTIFUL COUNTRY, THERE IS NO NEED FOR THE QUESTION OF WHO MAY ELECT THE GOVERNMENT. Anyone who participates/organizes a demonstration or protest withut a writ of permission from John Doe will be sent to the proper
administering federal bodies for questioning or re-education or they will be terminated on the spot by the Arbiters, if they think that such action is necessary due to the certain situation.
Citizens who do not possess at least a media license of Epsilon type will be arrested on the spot by our Census-troops, if they broadcast/record the action taking place for TV, the internet, radio or similar media.
The Collecting of Signatures is defined illegal by law. The sentence for doing this is simple and clear: Eat the whole thing up in public. No, I am NOT kidding. If you did it by using "virtual paper", you're in really THICK YOGURT, Bro. Anyone giving a public speech without request on my behalf only will be given a lifetime sentence in an appropriate sweatshop.
Anyone caught publishing an article he is not allowed to write will be receiving
a nice and really attentive treatment from our "cleaners".
