Two questions...

1. can the founder of a region be expelled from that region, by the delegate?

2. If the founder leaves of his own free will, and the region is password protected in his absence, will he be able to return, without the password?

1. Yes, but there's not much point in doing so, because the founder can access regional controls from outside the region.

2. Yes, by accessing the regional controls and wiping our the password.
