Duckspeaker is from the George Orwell novel 1984. It means, if I recall correctly, someone who speaks in an orthodox manner, re-iterating the sentiment of a given "party line". Or is an insult to enemies of the party and implies an inability to articulate thoughts intelligently.

It can be either good or ungood, depending on the speaker and what is being said. If the speaker or his remarks are following Party lines, then duckspeak is good and is a term of praise. If contrary to Party lines, it is ungood and is a an insulting term.

How plusgood of you to recognise the source, though. ;)
