I'm not sure if this is the right forum for this question, but here goes...

What are considered acceptable and/or unacceptable ways to recruit for a region? I've started a new one, and want to begin attracting new members, but I don't want to do anything that would be considered spamming. Any suggestions would be appreciated.

It's legal to advertise in the following places:

The Pacific
The North Pacific
The South Pacific
The East Pacific
The West Pacifc
The Rejected Realms
Lazarus
an official Warzone (I'm not clear on exactly which regions those are)
This forum

Anywhere else is illegal.

You're also not supposed to post more than one message in a 24 hour period on any of those RMBs or this forum, and you're not supposed to send a recruitment telegram the same nation more than once.

I'd have pointed them to The One-Stop Rules Shop instead. It's in post #2, under Spamming : Adspam.
