I just created my account and the pop is 5 Mil. How do I increase it ?
Also do tax rate and all come up during issues ?

The population will increase as time passes. I think the rate is 1 million a day for the next 5 days, and 5-8 million after that.
And your tax rate is determined by how you initially set up your nation, how you answer your issues, and, if you join the UN, what resolutions they pass.
