Those Lemonade Stand Boys

Okay, I've got my taxes down from 76% at highest to 38%, and I've done what I can to help my economy in order to get something other than "The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out."

I can't seem to figure out how to improve my economy beyond that. Any help?

EDIT: By help, I generally mean can someone who has successfully gotten the economy rescued from those teenagers back up to a healthy level give me a clue as to what you did?

The lemonade thing means you've outlawed private enterprise. While you don't take all your citizens' money, you also don't let them run anything; all business is state owned.

There's an issue somewhere that lets you re-legalize private industry if you want to get rid of that.
