What does dismiss issue mean?

I have been using dismiss issue to mean "I don't agree with any of those arguments, and am happy with the status quo". However I can see that it could also be taken to mean "I don't think this issue is important".

So which is it, or does it mean somethign else entirely?

It basically means, "Toss this, I don't want it." It has no effect on your nation. Indeed, your very next issue could be the one you dismissed. All it does is send the issue away.

If an issue doesn't relate to my specific nation, I'll dismiss it.
If all the options are lousy, I'll dismiss it.
If I've seen the same issue 50 times and I'm tired of it, I'll dismiss it.

I try not to dismiss issues as much as I can, in order to keep the game interesting. If I'd just get to form my nation just as I want by picking the issues I want, what's the fun about the game... apart from roleplaying?

Though many, especially the newer, player-made issues are annoying as they only have the most extreme options. I like to do a compromise in most things.
