However, the Founder always retains the power to unban himself.

This actually happened to another nation. in the region Monty Python (MP), the founder, So-called Arthur King (S-CAK), got ejected and even banned by the UN Delegate for that region. But, despite this, S-CAK still had Regional Control (RC) access to MP because he was the founder, so he removed himself from the banned list, re-entered the region, and revoked the UN delegate's RC access so the UN delegate couldn't throw him out again.
