So, I've got a proposal for the UN. I've written it up, examined related past proposals, put it in an acceptable format, ect. But, alas, I lack endorsements. Does anyone have any tips on how to get endorsements? It seems to me that most everyone's endorsements come from their region's members. So, other than trying to recruit people to my region (I'm currently the solitairy resident of The United Arab Emirates), any advice on how to get endorsements?

You've answered the question yourself. you need to recruit, as you can't endorse people in a different region.

Move to a big region and endorse the delegate and a few others. Chances are a least two of them will return the favor within a day or two. Once you've done the proposal bit, go back and refound your region (or leave a non-UN puppet there to keep it open).
