I thought that country's populations had to grow & grow & grow, but I recently saw a country w/only 7 million people.
My philosophy is in opposition to having a large population. Is there a way to limit your population growth or even stop it?
Is there even a way to gradually decrease it (avoiding economic collapse etc)?

Nope, there's no way to prevent your population from growing, you must have seen a new nation.

There's no way to limit your population in the game, but some people RolePlay with a smaller population than NS says they have.
