Does your nations population grow constantly, or does it occur when the description changes after you settle an issue?

Moreover, if I were to dismiss an issue, would the population not change?

Population growth is totally unaffected by issue choices or dismissal. Your population grows at a standard rate for a few weeks, then grows by 5-8 million per day randomly for the entirety of its existence.
