What makes crime go up or down?

Is it the level personal freedoms that make crime go up or down or something else? What are all the factors?

i have MASSIVE crime rates.

i banned prisons, children cannot be held responsible for crimes, and the government encourages people to own what once were only assault weaponry,

but i intend on leveling this out with a powerhouse education system.

or bio-rifles, those are fun too!

if you want take a gander at my nation. people take civil liberties to the extreme i guess.

Well, lets look at a nation that has a zero crime rate.
Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare.Looks like you need to insure that your police are well funded, educate your people, and provide welfare (which I'm not too sure about as my nation spends nothing on Social Welfare, go figure).

Heh. Mine is rather more succinct:

Crime -- especially youth-related -- is totally unknown.It's probably because of my 50%+ allocation to education, but it's been full stop for awhile now.

My crime rate has almost always varied between "totally unknown" and "relatively low", despite my never having spent a dime on crime prevention. However, just recently it went up to "moderate", so I'm going to have to be more careful.
