As many as you want, but only one can be in the UN.

And I wanted 18. I was careless and allowed two of them to CTE, however. If I get any more, I wouldn't be able to juggle them all and keep them alive...

I think I either have ADD, or maybe MPD (multiple personality disorder), because I'm always creating new nations. Currently I have 18-20, but I really only use about 5 regularly.
