I looked at the forums and they had this stuff about war and other things. I don't know what you can do on this site and what you can't! People are mentioning things I don't have any idea about. Please explain.

The stickies help in this, and if you have specific type questions, it makes it easier to answer rather then a general broad-sweeping question.
If you do have some specific questions, I'll do my best to answer them.

i have one main question...are there wars and alliances on this game? because i saw a forum that was talkin' about them.

Yes there are wars/alliences. These happen mostly in the International Incidents forum and rarely in the NationStates forum. The II stickies have a bunch of stuff that is helpful for learning about wars/how to declare them/wage them/proper conduct ect.
