How does a nation become a delegate for their region?

First you must be a UN member, and than there most be at least two other UN members in your region endorsing you.

actually, you need to have the most endorsements of the region, and when the game recognizes that fact (at the game update). Even with two Un nations in a region, one of them can become the delegate.

Rashari's information is correct if you want to propose a UN resolution.

If the move is temporary, and doesn't occur during major update or last past major update, then you'll keep the endorsements. But as soon as major update hits you and you're in another region, you'll lose the endos in the first.
