Question about National Issues

Hi folks,
Let me say that this game is great! I've got a question about the issues that come before your nation ... I've searched and looked over some posts but couldn't find this addressed in particular.
When passing legislation on an issue, should I be making decisions based upon how I want my "final" nation to be? Or do issues return later so that I can change my stance after I've "developed" awhile?
If issues don't return and decisions made on day 1 stand till day 1000, then it's static development. If they do return someday, then I can make decisions upon fostering one form of development early (say economics at the expense of personal liberties) then later after a strong economy grows start introducing more civil liberties.
So do issues reoccur?

Yes, issues do repeat. They are random, so you might see issues that you don't care about come up all the time, and the issue you want to come up never does, but you do get multiple chances to mold your nation into what you want.

But it seems that at least some of them have greater effects while your nation is relatively small than they would have once it has grown a bit...
