It's useful to elaborate on what your region's theme is.
"Come join my region, it's cool. Well, I'm the only one in it, but it's still cool." is a textbook case of an ineffective advertisment.
You could have a map, that always used to entice me to send puppets to IRL-named regions. The prospect of land on a map, that is.

Honestly, I've never really read it, but I know Euro's good with things like this, so hopefully it'll help you somewhat.

Yes but it's an excellent statement for someone with an isolationist region who has no intentions of ever letting anyone else in.
