Your nation has a population of seven million, and there is no obvious compulsory draft. Let us assume then, that about 15% of your population is in the military, since there are more when you are at war. This means you have about, er, I'm not good at math. Get someone else to do this part. You have 15% of 7,000,000 men at your disposal, and less then that during peacetime.
I often see 5% of your population mentioned in the forums. 15% might be workable in war, but I think some people would complain.
