So, I've been trying to outlaw capitalism and Free Enterprise in my nation ... for quite some time.

My question is ... are the generated issues completely random in that I just have to sit back and wait for the one I need?

OR are certain ones randomized for the current nation's status? So, I'd have to drastically change my nation before I even have the chance of seeing the one issue that will outlaw free enterprise.

Some issues depend on the state of your nation, such as the one about gun registration. If guns are illegal in your nation, no one is going to suggest that you make gun registration compulsary. I don't think that any of them will stop you from converting to socialism, though.

Just vote on the most anti-buisness and pro-government power option on every issue you can. It will change soon.
