Wars are roleplayed on the Forum so you need to find someone who wants to play one with you (this is not too difficult BTW). There are no wars in the game of NationStates itself.

Advice: Lurk around for a while on the Forum and see what others do, and how they do it. Especially the stickies contain a lot of useful information.

However war will be included in NS2, if you want more information about that then go to the NS2 forum.

There are two kinds of "wars" on NationStates.

On the forums: Just type out what you're doing. It usually goes along the lines of: "Hey my people don't like your people." "Ya, well my people don't like yours either." "Well my people just called your people 'poopheads.'" "Okay then, my military is sending bombers into your country to blow them up." "Then my people are setting up anti-aircraft turrets around the borders." "Well, my people will just blow up your turrets with guided tactical nukes." This can go on for a while.

In the gameplay: In-game wars involve large numbers of allied nations, usually a region-on-region conflict. Well, not a conflict really, since there is no violence and I honestly don't know why they are called wars. The goal is to get a puppet nation into a rival region and get more UN nominations then the current UN delegate there. The "lead" nation's allies will send their puppets with him/her and issue their nominations. If the invaders can secure the UN delegacy, they have won the war.

How i can make war?

Make love, not war! ;) Alright, with that being said…

To begin the war, you need to…
Either pick a nation you wish to declare war on (better chose a nation from one of forum poster, otherwise the nation you chose may not be interested in role-playing war), and contact it via telegram.
Or make an OOC (out-of-character) thread, where nation(s) interested in role-playing war with you may sign up.

Then you and other nation(s) that are going to participate in this war proceed to making an IC (in-character) thread where the war is to be role-played (note: some major wars may take more then one RPG to complete).

What happen to my State if i Win the War?

Usually nothing drastic will happen, although sometimes a nation that suffered major defeat may choose (or even be forced to) role-play being weakened for some time, i.e. having to rely on international aid, being unable to participate in conflicts, etc…

When one of the nations is obviously winning (for simplicity’s sake, I am assuming that there will be two nations in war, though this is often not the case), it is usually the time to negotiate defeated nation’s surrender. As an alternative, you may choose to make follow-up RPG (role-playing game), where defeated nation is under winner(s) occupation and trying to regain independence.

So, the war’s aftermath is really up to you and your opponent to decide.

Wich rules i have to apply?

Before actively participating in a RPG, especially a war RPG, I would advise you to look through the following threads; this will help you to avoid the mistakes some new players tend to make:

Guide to Nationstates (http://forums.jolt.co.uk/showthread.php?t=357975) (in Euroslavia’s own words, “a little bit of everything”; definitely worth looking through)

The NationStates Orientation (http://forums.jolt.co.uk/showthread.php?t=398818) (contains some useful basic information about using forum and role-playing)

Roleplaying Tips and Suggestions! (http://forums.jolt.co.uk/showthread.php?t=406680) (contains a little more advanced information about role-playing)

OOC: How to build an army, and how to use it. (http://forums.jolt.co.uk/showthread.php?t=419432) (contains useful information about calculating your nation’s army, although it should be taken more as a guideline then a rule)

Thanks!

You are welcome! :) I hope that I was of some help!
